Ngorongoro is the fee line operators most often get wrong. That’s not because the rates are hard to find. The biggest charge is priced per vehicle, and everything else is priced per person. A costing that treats it like a park fee is wrong for every group size except one.
Every figure below comes from the Ngorongoro Conservation Area Authority’s tariffs page, the official source. The page gives no effective date and says that tariffs are subject to change without prior notice. Treat the figures as current published rates and confirm them at payment.
What does entry to Ngorongoro cost?
The entry permit is charged per person by age and citizenship:

The NCAA defines expatriates as people living or working in Tanzania with valid immigration status, including their spouses and children.
A permit is valid for one entry within 24 hours only. A stay inside the conservation area therefore needs costing in 24-hour periods, not as a single visit.
What is the crater service fee?
Descending into the crater is a separate charge from entry. It is priced per vehicle, per trip:
- USD 295 for non-East African citizens
- TZS 11,800 for Tanzanian and East African citizens
Because it is per vehicle, the cost per client depends entirely on how many people share the vehicle:

A couple pays three times more per person for the crater than a group of six. If your costing sheet has “Ngorongoro” as one per-person figure, it is only correct for one group size. Priced from a group of six, it undercharges a couple by nearly USD 100 each, and that comes straight out of your margin.
Do vehicles pay a separate permit?
Yes. Every vehicle needs a motor vehicle permit, priced by tare weight and by where the vehicle is registered:

This matters for cross-border operators. A vehicle registered in Kenya or elsewhere pays the foreign-registered rate. In the 2,001–3,000 kg band that is USD 177 against TZS 41,300. Check your vehicle’s tare weight on its registration documents rather than guessing the band.
Tanzanian safari crew (guides, drivers and camping crew) working for a registered operator or a lodge or camp inside the conservation area pay a crew fee of TZS 1,770 per person per day.
What other fees might apply?
The tariff lists several charges that apply only if your itinerary includes them:
- Concession fee for lodges and permanent tented camps inside the area: USD 59.00 per non-East African adult and USD 11.80 per child aged 5 to 15. Ask each property whether this is included in its rate or charged on top, and record the answer on your supplier rate sheet.
- Public campsite: USD 35.40 per non-East African adult. Special campsite: USD 70.80.
- Olduvai Gorge / Shifting Sands: USD 35.40 per adult. Laetoli Footprints: USD 23.60.
- Walking safari guide fees: USD 23.60 per adult for a short walk (1–4 hours), USD 29.50 for a long walk (4 hours or more).
- Cultural boma entry: USD 20 per vehicle.
- Hot (bush) lunch permit, for pre-cooked lodge meals served warm in the crater or elsewhere in the area: USD 23.60 per vehicle per trip.
How do you build Ngorongoro into a costing?
Use separate lines, each with its own unit, instead of one “Ngorongoro fees” figure:
- Entry: travellers × 24-hour periods × the rate for their age and category.
- Crater service fee: vehicles × descents × USD 295.
- Vehicle permit: vehicles × the rate for their tare weight and registration.
- Concession, camping and activities: only where the itinerary includes them.
Worked example: two non-East African adults, one day with a crater descent, in a Tanzanian-registered vehicle up to 2,000 kg:
- Entry: 2 × USD 70.80 = USD 141.60
- Crater service fee: 1 vehicle × USD 295 = USD 295.00
- Vehicle permit: TZS 23,600
That comes to USD 436.60 plus TZS 23,600, or about USD 218 per person before accommodation. Put six adults in the same vehicle and the USD figures come to USD 719.80, or about USD 120 per person. The permit and crater lines stay the same. Only the entry line grows.
This is why the tour costing sheet keeps quantity and unit cost separate. Change the group size and the per-vehicle lines spread correctly across the group. Like the Kenya park fees, fees in two currencies mean two fee lines. A clear quote names the rates it applied, the number of crater descents it includes, and how many clients it assumes per vehicle, because that assumption sets the per-person price.
